Anthony has worked on career development and school-to-work transitions for the last 15 years. He leads the OECD's work on teenage career readiness, using longitudinal data to identify effective practice in guidance. He led the drafting of the 2021 joint statement by international organisations making the case for investment in guidance. Earlier, he led OECD work on VET, overseeing national reviews and papers on the effective design of apprenticeship systems. Anthony was the lead editor of two essay collections, Understanding employer engagement in education: theories and evidence and Essays on employer engagement in education and co-authored many publications exploring the impact of guidance interventions, including Employer engagement in British secondary education: wage earning outcomes experienced by young adults and Contemporary transitions: young Britons reflect on life after secondary school and colleges.
