The central aim of the vocational education and training (VET) system is to develop skills for individuals, the community and the economy of a country. This task requires adequate levels of funding and financing which can come from various sources including governments, industry and households. Financial aspects of the VET sector are of ongoing interest to policy makers; these aspects are required for accountability and to inform policy development. Research in this area provides a more complete picture of the sources, impacts and destinations of funding, including effects on public and private training markets. Calculations of the return on investment to education and training are also a central focus; in turn, this research improves understanding of the efficiency and effectiveness of VET and higher education systems.
Key research from a broad date range
National research priorities 2017 onwards:
NCVER is committed to conducting research that is focused on the interplay of regulatory, funding and economic factors affecting the VET sector at the national and regional levels. Currently we are undertaking a research program seeking to estimate training investment in the VET sector. This project, which will be conducted in two stages, will:
- Consider what should be collected in the way of financial investment data; and where this data could feasibly be sourced; and
- Estimate various aspects of investment in VET where data cannot be reliably collected in a regular way.
The program of work will conclude with a capstone piece bringing together all the different sources of information on investment in VET (from the finance collection and the research projects).
Future areas of research include the impact of entitlement models, and developing a full picture of the public and private training market with the advent of Total VET Activity reporting.
