The 2019-20 state budget was released by the Hodgman Liberal Government on 23 May 2019. Budget highlights relating to skills and training are provided below. Direct links to relevant budget papers are provided for quick and easy access.
A targeted Payroll Tax Rebate will continue for new apprentices and trainees employed in building and construction, tourism and hospitality, and manufacturing industries between 1 July 2019 and 30 June 2021 (Government services: Budget paper no. 2: Volume 1, p. 93).
Funding is continued for the Targeted Apprentice and Trainee Grant for Small Business, providing a grant of up to $5000 for each new apprentice or trainee in an area of identified skills demand (2019-20 budget speech, p. 9).
Funding of $540 000 in 2019-20, with $1.5 million over four years is allocated to grow Australian School-based Apprenticeships (ASbAs) for Years 10 to 12 as an initial action from the Years 9 - 12 Project (Government services: Budget paper no. 2: Volume 1, p. 58).
$1.5 million per annum, for four years, is provided to develop and implement key Government priorities under a Strategic Growth Initiative to assist in delivering improved social and economic outcomes across the State. This includes job mapping projections and planning for continued economic growth in regional communities and key areas, with a particular focus on young people and the long-term unemployed (Government services: Budget paper no. 2: Volume 1, p. 201).
$1 million is allocated over four years for new programs and initiatives to support jobs under the Business Growth Strategy 2019-2023 (2019-20 budget speech, p. 11; Government services: Budget paper no. 2: Volume 1, p. 269).
In 2019-20 and the forward estimates period, $2.8 billion has been allocated through government agencies in community infrastructure projects, continuing to support economic activity and jobs growth across the State (The Budget: Budget paper 1, p. 118).
$792 million in equity investments is provided to support investment in job creating infrastructure undertaken by government businesses and TasWater (2019-20 budget speech, p.6; The budget: Budget paper 1, p. 118 and 121).
In 2019-20, the Australian Government will provide estimated funding of $48.7 million to support the state's skills and workforce development services through the National Skills and Workforce Development Specific Purpose Payment (SPP) and National Partnership and Project payments.
Funding from the Commonwealth Government under the National Agreement for Skills and Workforce Development is estimated at $32.2 million (The budget: Budget paper no. 1, p. 82).
The total estimated National Partnership Payments for 2019-20 is $16.5 million, comprising:
Funding of $2.9 million over two years is allocated to TasTAFE for 'Skilled Workforce to Meet Industry Demand', a new initiative to provide increased pre-vocational training to support construction industry apprentices and increase capacity in the Diploma of Nursing (Government services: Budget paper no. 2: Volume 2, p. 112).
Continuing the commitment to a minimum of 70 per cent of training funding to be provided to TasTAFE, in 2019-20 funding of $92.3 million will be provided as a grant to support its training activity and operations (Government services: Budget paper no. 2: Volume 1, p. 276).
$12 million in infrastructure investment in 2019-20 is allocated for the Agricultural Centre of Excellence based at Freer Farm, Burnie ($5 million) and Trades and Water Centre of Excellence in Clarence ($7 million) (Government services: Budget paper no. 2: Volume 2, p. 112).
